President Jonathan writes Reps, seeks approval for Lagos $600m loan



President Goodluck Jonathan wrote the House of Representatives on Thursday seeking to include Lagos $600m foreign loan in the Federal Government's 2012-2014 Borrowing Plan.

The loan, a World Bank facility, is in three tranches of $200m each.

Lagos had already taken a tranche in 2011.

The President explained that though the National Assembly earlier endorsed the borrowing plan, the second tranche of the loan (Lagos State Development Policy Operation, DPO II) was not captured in it.

Jonathan told the House that tranche two of the loan would be used to expand the projects tranche one was spent on.

According to the President, the money will be spent on infrastructure such as the Lagos-Badagri Light Rail project, ultra-modern burn centre, cardiac and renal centre as well as the Adiyan Water Project.

Part of the letter read, "In the light of the above therefore, I wish to seek your understanding and to request you to admit the Lagos State Development Policy Operation II into the 2012-2014 Medium Term Borrowing Plan to enable the state consolidate the gains of the first tranche of the Operation with no implication to the borrowing plan."

The 2013 budget of the Niger Delta Development Commission also passed the second reading at the House on Thursday.

The commission budgeted N315.8bn for its operations this year.
